No. Custom software is a standalone engagement. It does go faster when we already run the systems it plugs into, because nobody has to go hunting for credentials or network access.
Yes, and often. If an off-the-shelf product covers most of it, or the process isn't settled enough to encode, we'll say so — configuring what you already own is usually cheaper than a project.
