What Does a VoIP Phone System Cost for a Small Business?
Most small businesses pay a flat monthly fee per user for a cloud phone system, plus the desk phones they want. Here is what drives the number, what should be included, and the fees that hide in the fine print.

Short answer: a cloud (VoIP) phone system for a small business is almost always a flat monthly fee per user, commonly in the range of $20 to $40 per user per month from the big national providers, plus desk phones for the people who want one. For a 15-person office that usually lands below what a traditional phone line bill costs today, with far more features.
What you pay for
- Per-user service: each person gets a number or extension that rings on a desk phone, a cell phone app and a laptop.
- Desk phones: optional. Many people now answer on the app, so you only buy phones for front desks, shared areas and the people who prefer one.
- Setup: number porting, call flow design, auto-attendant recordings and training. Some providers charge for this; some fold it in.
- Extras: call recording, call center features, fax lines and toll-free numbers can carry their own fees.
What should be included
Auto-attendants and ring groups, voicemail delivered to email, mobile and desktop apps, keeping your existing numbers, and someone who will actually change your call flow when your hours or staff change. If any of those are add-ons, compare carefully: a low headline price with five add-ons is not low.
The costs nobody mentions
- Your internet connection. Voice needs a stable connection and a network set up to put calls first. A cheap phone system on a poorly configured network sounds terrible, and the phone vendor will blame the network.
- Contract terms on the old system. Check your current contract end date and any early termination fees before you sign anything new.
- Taxes and regulatory fees, which can add a noticeable percentage to a VoIP bill.
What we see in Northeast Wisconsin
The most common savings we find are not in the per-user price. They are in old copper lines still billing every month for numbers nobody uses, and in separate contracts for phones, internet and IT support that nobody has looked at side by side. A line-by-line review of the current bill usually pays for the switch.
What we recommend
Get a quote that names every fee, make sure the people installing your phones also understand your network, and keep your numbers. Our Quantum Voice system is one flat monthly rate, installed and supported by the same local team that runs your network, and we start with a free review of your current phone bill.
